You can see these tile messages in random places around the city. I searched online for more information and it turns out these tiles cropped up around the 80s in various cities in the U.S. and South American capitals (Wikipedia). There are many possible interpretations of the tiles but most agree that the creator is a Philadelphia native.
Oh I love these things! I almost don't even want to find out what they really are because its so fun to guess. At the same time, it drives me nuts! What are they!? What is dead planet jupiter!?
